CMLP director reports low audit variance, NetWatch substation monitoring live and school solar progress

Jason gave a brief director’s update for the Concord Municipal Light Plant. He said the inventory process was completed and the auditor’s spot checks were pending; he praised staff for a very low variance on the electric side and low broadband variance.
Jason said the NetWatch substation monitoring service is live at three substations to deter encroachment and vandalism; the service includes two‑way speakers and has already been used to warn people who were too close to dangerous equipment. He emphasized the long lead times and high cost of primary transformers, saying protecting substations is “paramount.”
On the middle‑school project, staff is working to bring fiber to the school and has presented a draft lisonbee agreement to the superintendent to secure authority to place rooftop panels, parking‑lot canopies and a battery on school property; staff said they will brief the school building and school committees and move to an RFP once agreements are in place.
Jason also thanked staff who supported the town’s tree lighting and parade. He noted CMLP has entered the winter moratorium on shutoffs: "We will not be shutting off residential customers again until that moratorium is lifted typically in March," he said.
Staff requested that the board authorize an extra January meeting to provide background on TOU deliberations; the chair asked staff to set the date.
