Concord light board pauses action on ETS special rate pending time-of-use rollout

Warren (chair of the Concord Municipal Lightboard) said the board would not take immediate action on requests from residents for a continued special ETS heating-system rate, recommending instead that members wait until the town’s new time-of-use rate structure is established.

"I recommend that we not take any action at the moment," Warren said during the chair’s report, urging the board to assess how the finalized off-peak and on-peak time-of-use rates would affect customers currently on special rates before making changes. Board members broadly agreed the ETS question should be addressed only after the time-of-use rates are known.

The matter arose after staff circulated a letter from Concord residents with ETS systems asking for preservation of the special rate. Several board members said that, once time-of-use rates are set, ETS customers could be moved to regular off-peak pricing if appropriate; others said more analysis is needed to determine whether that would impose a burden on affected households.

By deferring, the board intends to consider ETS rates in the context of the full time-of-use program—now scheduled to be presented alongside a rates vote in December—so any adjustment to special-rate customers can be considered with complete data on the new structure and its distributional effects.

Next steps: staff will finalize time-of-use rate recommendations and present the implications for special-rate customers at a future meeting, with the board planning to revisit ETS rates next summer if needed.
