Concord TAC asks Stantec for focused, data-driven options as public-transit work enters next phase

The Town of Concord’s Transport Advisory Committee on Nov. 14 pressed for a narrow, data-driven next phase of its Stantec public-transit work and asked the consultant to deliver specific, testable service options for public review.
Committee members said they want Stantec to compile comparable, primarily in-state case studies showing what other towns tried, how projects were funded, and whether they succeeded. Chair remarks and member discussion emphasized that Concord’s edge-location within the MBTA system and its commuter-rail service make some neighboring examples noncomparable, so the consultant should produce quantitative side-by-side comparisons rather than a general overview.
Dan Schrager, a TAC member, told colleagues the committee should arrive at a concise message and a set of targeted questions for the consultant. "We're gonna have Transaction Associates come, talk about regional public transit," Schrager said, urging members to prepare specific questions for the Dec. 5 meeting.
Several members pushed Stantec to go beyond a literature survey. One member urged the consultant to “give us four proposals for a potential public-transit service so we could go to a public meeting and ask for feedback specifically on concepts,” arguing that Concord needs actionable alternatives tailored to the town’s unique situation.
Public commenters and committee members also raised whether Concord could join an adjacent Regional Transit Authority (RTA) instead of relying on MBTA arrangements. The question—whether switching from MBTA alignment to an RTA is feasible—was described by attendees as unusual and not widely precedented, and the committee asked Stantec to research the legal, fiscal and assessment implications.
Town staff said the Stantec work is currently managed by the town engineer under two separate contracts: a planning/mobility study and a distinct engineering contract to support capital-budget decisions. Officials noted some remaining planning funds could be used if appropriate and said the engineering contract contains a time-sensitive deliverable—an analysis of high-priority locations—scheduled in the contract for completion by Dec. 20.
Residents asked for clearer public points of contact and a central repository of documents. Staff and TAC members said the soon-to-be-redesigned TAC webpage should host materials and update contact information so residents know where to submit comments.
Next steps: TAC will revise its framework document for data collection based on today’s discussion, coordinate with staff to confirm remaining Stantec funding, and invite Stantec to report on existing data and recommend specific next steps at a future meeting.
