The Government & Legal Affairs subcommittee heard an update on Warner's Pond dredging options from a subcommittee member who reported the Warner's Pond Task Force met to develop proposals at three different levels of scope. The member said Jeff Quick (serving ex officio for the Department of Corrections) indicated support for using Department of Corrections property at Northfield — near the Bruce Freeman Rail Trail and Route 2 — as a receiving location for dredged material, which would reduce the need to truck spoil offsite.
"There would be a memorandum of understanding developed if that proposal were to go out and we were to go ahead," the member said, noting some timing considerations such as removing topsoil from a field before dredging. The member added that the EPA has discussed assisting to move some material to the Starmet site at their expense and that using DOC property could simplify logistics by allowing pumped dewatering and return of water to the pond.
Earlier in the meeting, the subcommittee moved and approved minutes for the Oct. 1 and Oct. 17 Legal & Government Affairs subcommittee meetings by roll call. The motion to approve was made and seconded; vote calls recorded affirmative responses from Mister Howell, Mister Smith and Miss Akers Moore.
Next steps: the subcommittee will track the Warner's Pond Task Force proposals, seek details on any proposed memorandum of understanding with DOC and await further coordination with EPA and town staff.
