The subcommittee discussed practical implications if the earmarks remain listed separately in the budget bill. "It should be one contract to the town of Concord for the 07/25," Chris said, adding that seeing the contract language is necessary to understand any timing or administrative limitations. Members said delays in receiving contract documents could shorten the time available to spend the earmarked funds.
Subcommittee members also discussed how the town might organize budget requests and RFPs related to the earmarked funds. One member noted that Alan will be looking at a roughly $725,000 pot of money that could be used for transportation studies and related work; members agreed the subcommittee should compile budget requests to avoid duplicated effort.
The subcommittee agreed to press state staff for the contract copies and to review Stantec consulting deliverables when those become available so the town can coordinate RFP scheduling and procurement needs.
Next steps: subcommittee members said they will review contract language when issued and continue coordinating with state staff to align consultant deliverables, RFP timelines and budget requests.
