Linden council adopts package of ordinances on trash pickups, bond for capital projects and multiple traffic changes

At its Dec. 17 meeting Linden’s City Council adopted several ordinances, including a trash-pickup rule limiting free special pickups, a $1.375 million bond appropriation for transport/property capital improvements, and multiple traffic/parking updates; no public speakers opposed the measures.
The Linden City Council on Dec. 17 approved a package of ordinances affecting sanitation, capital spending and local traffic rules.
Trash pickups: Ordinance 68-55 amends Chapter 16-2.5 (collection of garbage and refuse). Under the adopted ordinance, each single-family or residential property owner is entitled to four scheduled trash pickups per calendar year and is allowed one additional no-charge special trash pickup. After five special pickups in a year, each additional special pickup will require a $150 fee payable prior to service. No members of the public spoke at the hearing on this ordinance.
Capital improvements/bonds: The council adopted Bond Ordinance 68-56 providing an appropriation of $1,375,000 for various capital improvements for the Division of Transportation and Properties and authorizing issuance of $1,306,250 in bonds or notes to finance part of the appropriation. No public comment was offered during the hearing.
Personnel and administrative ordinances: The council amended Ordinance 68-57 to convert a part-time chief of staff position to a full-time chief of staff and to adjust the related salary ranges; the city attorney characterized the change as de minimis. The council also adopted Ordinance 68-58 amending Chapter 2 (administration) and deleting section 2-12.9 from the city's general ordinances.
Traffic and parking: The council adopted multiple amendments to Chapter 7 (traffic), including Ordinance 68-59 (parking prohibited at specified locations on East Linden Avenue and other streets), Ordinance 68-60 (parking by permit in designated residential areas, weekdays 8 a.m.–5 p.m.) and Ordinance 68-61 (on-street handicap parking changes that add and delete specified spots across the city). The ordinance texts list each affected street and the number of spaces changed.
Utilities/easement: Ordinance 68-62 authorizes the termination and release of a sewer easement affecting properties on Trembley Point Road; the council adopted the ordinance after the hearing was closed.
Consent items and resolutions: The council approved the consent agenda (items 1–4) in a single motion and adopted a block of resolutions (Resolutions 2024-466 through 2024-481) as read into the record. Votes on the ordinances and consent agenda were recorded by roll call; where recorded in the transcript the responses were "yes" or recorded as abstentions for particular members.
Most hearings drew no public comment; council members moved to close hearings before voting. The ordinances will be implemented according to their published effective dates and the city clerk will enter adopted ordinances into the official codified ordinances and minutes.
