Staff described changes across multiple departments: police fingerprinting would increase from $3 to $10 for residents and $10 for nonresidents with one free fingerprint card; off‑duty officer and vehicle fees would increase; the municipal-court schedule would clarify DUI fees and add a two-tier jury cancellation fee ($200 before arraignment; $400 after summons are issued) and a $25 per-case court security fee; administrative per-hour fees were being standardized (staff proposed $80/hour); and dog-license fees for unaltered dogs would be raised to align with Pima County.
On body‑worn camera footage, staff noted a state law allows municipalities to charge for preparation and dissemination and indicated the town will follow that statute (staff cited $47 per hour of footage as the statutory figure staff referenced).
Council moved and approved the ordinance as modified — striking section 3.1.0.15 (parks & recreation) from the text — and directed staff to continue work on the parks section with more community outreach before returning for council consideration.
The ordinance vote covered the Phase 1 fee adjustments; staff said Phase 2 (development, building, public works and additional parks/rec items) will be presented later.
