The city attorney recommended a new public hearing before the zoning examiner so the revised drainage and flood‑related findings could inform an updated recommendation to council.
Council voted to remand the matter and directed staff to schedule additional public review through the zoning examiner so neighbors and agencies can evaluate the revised proposal and related floodplain analyses.
