Council remanded to the zoning examiner a rezoning request for the Casita Village at La Mariposa project after staff and the city attorney said new technical findings from the FEMA CLOMR process and revisions to the project’s preliminary development plan warranted fresh public review.
The rezoning request (approximately 19.79 acres from SR to R2 as part of a larger multifamily proposal) originally received a zoning examiner recommendation nearly three years earlier pending a CLOMR. City staff and the county flood control district subsequently reviewed the CLOMR materials and identified conditions and plan revisions that were not part of the earlier hearing record. The city attorney recommended a new public hearing before the zoning examiner so the revised drainage and flood‑related findings could inform an updated recommendation to council.
Council voted to remand the matter and directed staff to schedule additional public review through the zoning examiner so neighbors and agencies can evaluate the revised proposal and related floodplain analyses.
