Sahuarita adopts 2025 legislative priorities focused on local control and revenue preservation

The Town of Sahuarita council unanimously adopted a staff-drafted list of legislative priorities to guide the town’s engagement in the 2025 state legislative session.

Management analyst Mina Marcos told the council the priorities are guided by three core objectives: protect local control over municipal decisions; preserve state-shared revenue that supports local services; and advocate for state policy that aligns with Sahuarita’s growth and infrastructure needs. Marcos said priorities will direct staff engagement with stakeholders and the League of Arizona Cities and Towns, generate talking points for intergovernmental meetings and help the town pursue state funding opportunities.

Key specific priorities presented include allowing the town clerk’s office to post official notices and resolutions online, advocating for repeal (rather than temporary extension) of a sunset provision for the construction-manager-at-risk (CMAR) procurement method used on some roadway projects, supporting responsible development of mining projects, collaborating with ADEQ and the U.S. Army Corps on remediation at a formerly used defense (FUDS) site, and seeking a sustainable transportation funding source that accounts for local roadway networks.

Councilmember S5 moved to adopt the priorities; the motion was seconded and carried by unanimous voice vote. Mayor Murphy noted the League’s role and encouraged council participation in legislative subcommittees when available.

Next steps: staff will use the adopted priorities to guide outreach, track legislation and prepare talking points for Sahuarita’s engagements with state legislators and stakeholders.
