Two speakers addressed the hearing: Zach Yenser, vice president of business advocacy for the Tucson Metro Chamber, praised outreach and urged attention to economic competitiveness as future rate increases are considered; and Colette Altaffer, representing Strauss Manor (a HUD 202 senior housing property), asked council to consider exemptions or protections for very low‑income HUD properties that must pay utilities out of fixed HUD rents.
Council members discussed stakeholder engagement and vote to adopt Ordinance 12137, which passed 6–0. Staff said the adjustments reflect Tucson Water’s plan to purchase additional water supplies and to flatten the debt‑service curve to limit future increases; the ordinance sets the effective dates and fee schedule for FY2025–27 and identifies future potential adjustments to be discussed as part of the financial plan.
