The Redistricting Advisory Committee told the mayor and council on Nov. 19 that the city's maximum population deviation (MPD) stands at 2.9%, below the 10% threshold that would trigger mandatory redistricting under legal guidance. For that reason the RAC recommended against map changes this cycle.
The committee chair urged a shift in process: begin earlier and broaden outreach. Recommendations included convening a task force in 2026 to carry out public education and engagement work, starting the RAC in January of 2028 to allow nearly a full year of study, and making demographic and mapping data publicly available, including tools that allow residents to propose maps.
Councilmembers focused discussion on a city code provision that restricts committee members from running for city office for four years after service. Legal staff confirmed a change would require an ordinance amendment and noted the provision applies to city offices only; councilmembers debated whether the time‑period and scope are appropriate and asked for more time to consider any legislative changes.
The council accepted the committee recommendations and directed staff to proceed with the task‑force planning and public outreach items.
