Concord to adopt updated FEMA maps and tidy ADU/site-plan language; notifications to affected owners planned

At the Oct. 29 meeting the Planning Department updated the board on two largely technical but consequential items: adoption of revised FEMA floodplain maps and finalization of ADU and site-plan housekeeping language.
Staff said the new Federal Emergency Management Agency maps show reduced hundred-year floodplain extents in specific pockets (for example, along Virginia Road). Adopting the updated maps keeps the town eligible in the National Flood Insurance Program (NFIP) and allows property owners to buy FEMA flood insurance at program rates. Planning staff said they will generate a list of affected property owners and provide postcards and web GIS map layers so owners can see the changes.
Staff also said the ADU bylaw clean copy (clarifying the 1,000-square-foot limit and excluding garages) will go to town counsel for final review, and that modest increases to site-plan decision timelines could be pursued but are not high priority. The board agreed to proceed with the notifications and continue counsel review on the ADU and site-plan edits.
