Concord NRC approves road resurfacing, issues negative determinations for septic projects and signs certificates

Minutes and administrative items: The Commission approved the July 31, 2024 meeting minutes following a brief wording clarification and completed two administrative approvals for tree removals at 58 Farmers Cliff Road.
Negative determinations for septic work: The Commission issued negative determinations for three Requests for Determination of Applicability: 965 Lexington Road (Minute Man National Historical Park — tie-in to an existing septic system), 737 Lexington Road (repair/upgrade including a raised leaching bed), and 244 Hunters Ridge Road (replacement leach field and tank). Each determination included standard conditions (pre-construction conference with DNR staff, post-completion letter certifying adherence to conditions, and submission of MassDEP approvals when applicable). Votes were unanimous.
Road resurfacing — Monument Farm Road: The Commission approved an Order of Conditions for the repaving and in-place resurfacing of Monument Farm Road (DEP file 1371682). The project will mill and resurface approximately 2,100 linear feet within existing pavement limits, install erosion controls and protect catch basins; commissioners cited 310 CMR 10.02 (Wetlands Protection Act exemption for resurfacing) in the discussion and attached standard and special conditions.
Certificate of Compliance and invasive-removal updates: The Commission issued a Certificate of Compliance for work at 5 Shore Drive (steps to White Pond) after staff found the site stable. Staff also reported continued invasive-species removal work at Hayward Meadow and riverfront trails.
