Concord hires Stantec for roads and sidewalks asset-management work ahead of proposed bonding

Chair Mike Lochier reported that the town executed a new, separate Stantec contract with roughly $170,000 allocated to a statement of work that will cover asset management for roads and sidewalks, planning-level designs for key corridors, and recommendations to engage MassDOT on major corridors (MCI and the Rotary).
He said the original contract (about $100,000) has roughly $69,000 remaining but is temporarily on hold while the new contract proceeds. The Stantec work is expected to provide engineering analysis and deliverables that can support a bonding request at the next Town Meeting for multi-year asset management funding.
Members asked how the Stantec work would interface with the MassDOT studies for Route 2 and the MCI area; the chair said Stantec will prepare groundwork so Concord can effectively engage MassDOT and that TAC members should monitor MCI subcommittee work. Several members urged the staff to share the Stantec statement of work with the committee for review.
The committee discussed the value of packaging corridor-level improvements together — for both community clarity and grant competitiveness — rather than pursuing piecemeal intersection fixes. Members noted the DPW’s limited grant-writing capacity and recommended that planning staff and consultants help craft competitive grant applications.
