Council recognizes new CFO, proclaims Small Business Saturday and approves several appointments

Mayor Jason Hayes used the Nov. 25 meeting to proclaim Saturday, Nov. 30, 2024 as Small Business Saturday in Lexington and to recognize local partners who promote downtown businesses.
On personnel, City Manager Johnny Taylor introduced Kimber Herlocker as the city’s new chief financial officer, noting her ten years of government finance experience and academic credentials. Herlocker thanked the mayor and council and said she was “so excited to be here.”
Council handled a slate of appointments and reappointments. Among actions recorded by voice vote: reappointment of Laura Duran to the Lexington Local Firefighters Relief Fund Board; appointment of Elizabeth O’Connell to a vacant Parks & Rec Advisory Board seat in Ward 4; reappointment of David Hiller to Ward 6; and appointment of Marylena Baldwin as the Chamber’s representative to the Lexington Tourism Authority.
During the appointments discussion, Councilman Welburn asked residents in Ward 3 to consider applying for an open Parks & Rec seat, and council members generally thanked volunteers and staff for their service to city boards.
The council approved the consent agenda later in the meeting, and staff noted several community events, including the Charles McNair walk and the Christmas parade scheduled for Dec. 2.
