The Concord Board of Health voted unanimously Oct. 15 to adopt updates to the town's body‑art regulations that correct a conflict with state law and establish an administrative fee schedule.
Melanie, the public health director, told the board the 2023 local update unintentionally included wording that could have suggested under‑18 tattooing might be permissible; state law prohibits tattooing minors. The correction removes that inconsistency and clarifies that the Health Division will require compliance with state rules.
The update also specifies that the town manager's office will manage the fee schedule and that fines will be applied as outlined in the regulation. Melanie said the change will allow the town to apply prorated fees for temporary or visiting body‑art practitioners when appropriate.
No members of the public spoke on the proposed body‑art changes. Dottie moved to approve the regulation as written, Jim Whelan seconded, and the board approved the amendment by unanimous roll call.
Staff said they will publish the revised regulation and fee schedule and report back to the board on implementation.
