Concord commission approves T‑Mobile antenna swap in Holy Family steeple after staff say exterior won’t change

Justina Hill of Centerline Communications presented a Section 106 submittal on behalf of T‑Mobile proposing to replace and upgrade three antennas housed inside the steeple at Holy Family Parish (12 Monument). Hill said the upgrade is intended to expand and enhance network coverage, that mounts are already in place in the steeple, and that the work will not alter the building’s exterior appearance.
Commissioners asked detailed questions about coverage improvements, whether the change requires additional power or cooling, and whether the HCC or the Historic District Commission should lead review. Hill said a structural review recommended reinforcing some internal beams but that the mounts are existing and the work would not be visible; she also said the site has 200 amp service and does not need an electrical upgrade at this time.
After discussion the commission moved, seconded and voted to approve the equipment change as presented, noting the proposal appears to have 'no effect' visible from the public way. The motion authorizes staff to send an HCC Section 106 response letter confirming the commission’s finding.
