The Concord Select Board voted in open session Oct. 7 to implement the town manager's FY25 compensation package: a 2.5% cost-of-living adjustment and a 3.9% merit increase. The board had earlier discussed the decision in executive session and formalized the action in open session; roll-call votes recorded board members Ackerman, Hartman, McKinnon, Rovelli and the chair voting aye.
The town manager also presented a revised goals memo and took questions from board members on timing, measures and dependencies. Discussion covered the difference between select-board goals and town-manager tasks, DEI implementation items, governance questions related to CMLP, and how goal timing aligns with the budget calendar. Board members requested clearer fiscal-year expectations and that certain multi-year initiatives be labeled accordingly.
After discussion, a motion to approve the town manager's goals (with the comments and clarifications made at the meeting) was made, seconded and approved by roll call with all members voting aye. Select Board members asked staff to reflect the board's comments in the final goals document and to present updates on progress during future meetings.
