Concord staff propose temporary reduced second-meter fee for EV charging while TOU redesign proceeds

CMLP staff told the board that some customers with separate meters for charging electric vehicles can face duplicate $18.50 monthly meter fees, creating an unfair burden for a small group of customers. To provide temporary relief while the larger time-of-use redesign proceeds, staff proposed an interim residential EV charging second-meter rate that would lower the monthly meter fee to $6.50 for qualifying second meters used for EV charging.
Laura explained that customers who opt into this separate EV meter rate could still keep the $10 monthly EV Miles credit if they agree to charge off-peak. Board members generally expressed support for a short-term fix, while acknowledging it is not a permanent solution and that virtual net metering and broader rate redesign will need to address the underlying issues.
Staff proposed posting the reduced-rate recommendation for the November meeting to allow a public rate-hearing process; no final vote was taken at this meeting. Board members asked staff to balance implementation complexity (billing changes and NISC test builds) with the need to reduce customer harm in the near term.
