Concord light plant advances middle school solar and battery procurement; RFPs to include domestic-content options

CMLP staff updated the board on procurement for the middle school renewable-energy scope. The work will be split into two primary bid packages: (1) rooftop solar and a required switchboard (with canopy solar as an add alternate) and (2) a turnkey battery-storage package.

Staff said Solar Design Associates prepared stamped engineering drawings and that the town'bs legal counsel is finalizing procurement language to account for Inflation Reduction Act domestic-content thresholds (for example, a 40% domestic-content threshold will be priced separately so the board can evaluate trade-offs). Counsel will route the packages through the town procurement process and the central register for advertisement.

For the battery package, staff said they have solicited quotes from firms that assist with writing the RFP and evaluating bidders; because of the technical complexity of large battery systems CMLP will draw on outside expertise to create and administer the RFP. Staff said vendors indicated the RFP could be completed by year-end, though some proposals anticipated work into the new year.

The board discussed schedule coordination with the school construction team and staff recommended summer installation windows to avoid school-occupancy disruption; staff also noted falling solar and battery prices and that the switchboard gives flexibility if canopy alternatives are rescheduled. No procurement award was made at the meeting; staff will return with final RFP language and advertisement timing.
