Yarmouth Conservation Commission: approvals for hotel patio and pool, certificate issued; updates on phragmites, Chase Brook Park and wastewater

The Yarmouth Conservation Commission on Nov. 7 took several routine permitting and administrative actions and received project updates.
Approvals and votes: The commission approved a Notice of Intent for a hotel property at 135 Route 28 (Harry Hospitality Inc.) that includes sidewalk removal, replanting and an overhang; the applicant proposed a 2:1 mitigation ratio for about 902 square feet of required mitigation and the commission approved the project with special conditions that staff confirm plantings are native. The commission also granted a certificate of compliance for the Buck Island Road file (applicant Matthew Pelican) and approved the Frayer pool project at 30 Moss Road with a condition requiring revisions to the planting plan to include species with similar wildlife habitat value. The meeting record shows the stormwater permit application for Route 28 remains in peer review (S.W. 20204002228) and was tabled to the Dec. 5 meeting.
Project updates: Staff reported completion of the cutting phase of the phragmites treatment program at three sites (Meadowbrook Conservation Area, Run Pond Road locations and South Shore Drive) and follow‑up work at Taylor Bridal Farm. Chase Brook Park is progressing through permitting: the commission has applied for Community Preservation Committee (CPC) and CIP funding and will apply for a Coastal Zone Management (CZM) grant when it opens; the project is awaiting a MEPA permit. Commissioner David provided a wastewater and roadway update noting some contractor coordination issues and that contract phases are progressing along Route 28.
Procedural items: minutes for Oct. 17, 2024 were approved (one abstention noted); the commission also discussed outreach events and recruitment for a seventh commissioner seat.
What’s next: the stormwater item returns Dec. 5, staff will seek DEP file confirmation for continued NOIs and applicants are responsible for providing revised planting plans where required.
