Yarmouth staff, consultants report SRF authorization, contract awards and construction timing for wastewater upgrades

Town project manager Lou Ragazino and engineers from CDM Smith briefed the Water Resources Advisory Committee on permitting, contract awards and construction timing for the water resource recovery facility and the Phase 1 collection system.
Ragazino said the team received a notice of intent to award the water resource recovery facility contract to C.H. Nickerson and confirmed State Revolving Fund (SRF) authorization was received on Nov. 22. He said MassDOT highway permits and a Chapter 91 waterways license were also issued Nov. 22, clearing major permitting milestones for contracts 5 and 6. Mike Giudice (CDM Smith) told the committee that a preconstruction meeting occurred in late November and that the contractor plans to mobilize for preparatory work in January, with most mainline work continuing through the winter and lateral/service work following in late winter/early spring 2025.
Consultants reported that contracts 2 and 3 are being constructed along Route 28, Forest Road and South Shore Drive, and that contract 4 is planned for the easternmost Route 28/Main Street area. Notices of intent to award contracts 5 and 6 were issued on Sept. 11; final SRF authorization for those two contracts is pending and staff said SRF offered an extension through Dec. 13 to remain in this fiscal cycle.
Project finance details were discussed: staff and consultants said the SRF package provides favorable financing (references to 0% interest and 6.6% loan forgiveness were made) but warned that redesign or relocating major components now could jeopardize the town’s place in the current IUP cycle and the associated financing. Committee members asked for a concise schedule illustrating when each contract will mobilize and for public outreach before contracts 5 and 6 begin construction; staff said they plan a preconstruction meeting with businesses in late winter to coordinate traffic and minimize disruption.
No formal contract award votes were taken by the advisory committee during the meeting; staff said they are continuing to work with SRF and expect outstanding authorizations to be finalized in the coming days.
