Board members reviewed the status of a citizen’s-petition plastic-reduction bylaw that passed at town meeting and heard from staff about outreach by the Chamber of Commerce. The chamber asked the town to pause and work with retailers to develop an enforceable, achievable implementation plan and to identify acceptable alternatives where single-use plastics are constrained.
Jay (health department staff) said the Chamber contacted staff in July to discuss education and whether exemptions might be needed where alternatives are not available. Board members emphasized the importance of an educational and stakeholder-driven rollout rather than immediate punitive enforcement; they discussed forming a task force that includes board representation, the chamber, retailers and town staff to craft an implementation plan, an outreach campaign and a phased timetable for compliance.
Members suggested implementation not begin in busy summer season and recommended allowing sufficient lead time for businesses. The board also discussed the need for legal and regulatory review by Town Counsel and for educational materials and possible pilot programs so that the town balances environmental goals with business practicality.
The board did not take a formal vote on the bylaw at the meeting but tasked staff with participating in collaborative drafting and designing outreach and compliance support.
