Yarmouth conservation commission approves minor revision for 19 Crowell Road

The Yarmouth Conservation Commission on Dec. 19 unanimously approved a minor plan revision for SE83-2433, a proposal to enlarge a single-family house and add a pool and shed at 19 Crowell Road.
Paul Mancuso of BSC Group presented the revision and said the project remains in the same location within the flood zone and that the total grading has not changed substantially. "We are proposing to enlarge the house somewhat and to add a pool at the rear of the house," said Kieran Healy, a land surveyor with BSC Group representing the property owners Denise and Joseph Champagne.
Staff and the applicant described drainage measures intended to keep surface water on the property, including swales, trench drains and sloped edges along property lines. Healy said the measures were designed "to make sure that we don't have any water running off the property." Commission members asked no substantive questions.
A motion to accept the plan revision dated Oct. 29, 2024, was made, seconded and carried unanimously. The commission did not attach additional special conditions beyond those already discussed at earlier reviews.
The approval allows the applicants to proceed with construction under the revised plan, subject to any required building permits and the town's enforcement of the flood-zone restrictions.
