Council approves wastewater plant change order and amendment; project ahead of schedule

Keller Associates briefed the council on contracting updates for the wastewater treatment plant, reporting the contractor has advanced work and the project is roughly 60–70% complete and currently running ahead of schedule. Colter Hollingshead described two items before the council: Change Order No. 1 (a few items totaling just over $200,000) and an engineering amendment of roughly $30,000 to pass through the cost of SCADA computer/server equipment the city must procure under USDA requirements.
Hollingshead said some groundwork and backfill work required imported material, and that a few anticipated change orders remain; overall, he said the project is near the original compliance schedule with DEQ. After discussion the council moved to approve the change order and Amendment No. 3 and authorized the mayor to sign the documents. The motions carried by voice vote.
Councilors thanked the engineers and noted the project had used only a portion of contingency funds to date; staff will continue to monitor change orders and schedule as the project approaches testing and startup.
