Mayor said the city “have received approval for … a grant for the amount of $3,750,000 to construct a new water tank.” Kelly, who briefed the council on federal grant parameters, said the grant is for a water tank and that using funds for infrastructure tied to a spring would likely be infeasible because the city does not hold water rights to that spring: “the consensus of that was probably not because we don't have any actual water rights to the spring.”
Council discussed procurement options for engineering—issuing a request for proposals (RFP) would introduce federal procurement timelines (90 days to six months), while hiring an engineer directly would allow the city to begin sooner, though staff said some local funds would likely be needed in addition to the grant. Councilmember motioned to continue with the existing engineering firm that conducted the prior water study; the motion was seconded and passed unanimously, authorizing Keller Engineering to proceed with the next engineering steps.
Council and staff noted the grant and engineering work are part of a multi‑year effort that has included discussions with federal personnel in Boise and city staff; further scope and funding details will be worked out as engineering and federal requirements are clarified.
