Preston extends limits on comp time and vacation through winter months

The Preston City Council voted unanimously to extend temporary relief on employee leave caps to help departments cope with upcoming holidays and staffing shortages. Councilors approved an extension of the vacation cap to Dec. 31 and extended comp-time protections through March 31 to provide managers time to work down accrued comp time and avoid employees losing earned time.
The police chief told the council that recent resignations and an upcoming string of holidays, including a busy Festival of Lights weekend, made it difficult to schedule time off and preserve accrued hours. He said lifting caps through January initially would help, but the council amended the motion to extend comp-time relief through March to cover winter staffing risks; one councilor framed the change as preferring to be prepared for possible heavy snow or an investigative workload that could require extensive overtime.
The measure passed by voice vote. Council members said department heads should manage schedules to avoid unfairly expecting employees to forfeit earned leave and that city staff would monitor the accrual and report back if additional adjustments are needed.
