Purchases and transfers: Greer presented a capital plan purchase of three solid‑waste foreman pickups available on state contract at $46,538 each (total $139,614), under the $165,000 budgeted amount; the court authorized the purchase and instructed the treasurer to issue payment. Treasurer Mr. Dacek requested interfund transfers for July 2024 to move $400,000 from the general fund to the jail fund, $500,000 from the road fund to the maintenance garage fund, and $500,000 from the solid waste fund to the maintenance garage fund; the court authorized those transfers and a $500,000 check from the solid waste bank account to the consolidated account to cover the transfer.
ARPA and contracts: The court authorized a $30,243.03 payment from the ARPA account to Mountain Water District (approval draw #11) and $453.64 for grant administration fees to Compass Municipal Advisors and Sturgill Turner law firm. The court also approved a $14,500 payment to Thoroughbred Engineering for a geotechnical report for the Wolf Pit Industrial Park and a $162.50 purchase for the road department.
Reports and personnel: The clerk’s 25/50 report for July 2024 and the treasurer’s monthly financial statement ending 07/31/2024 were acknowledged. Judge Jones presented concerns about coal and mineral severance tax receipts—he noted a small recent uptick but said receipts remain substantially below historical highs and warned future courts may face hard decisions about maintaining parks and infrastructure built during higher‑revenue years. The court acknowledged the hiring of four seasonal/solid‑waste/customer‑service employees with the effective dates stated in the meeting.
