Jefferson County commissioners approve contracts, budget amendments, airport grant application and a justice-of-the-peace appointment

Jefferson County commissioners approved a package of contracts, budget adjustments and appointments at a regular meeting, concluding routine procurement and fiscal items and moving the county forward on several infrastructure and buyout actions.

The court unanimously approved purchasing items that included bid specifications for the Doggett Park Midway rehabilitation and a $175,100 contract award for a 2024 concrete road repair project to CTEX Construction Corporation, funded by the 2020 County Transportation Infrastructure Grant. Commissioners also approved a one-year renewal of a term contract for road-building materials with multiple suppliers and authorized an agreement with Spectrum for a public circuit at 820 Natchez Street in Beaumont at a monthly cost of $84.98 and a $99 one-time installation fee.

Auditor items passed included a FY2025 budget amendment for the District Clerk to cover office-relocation costs ($12,500), a budget action for Road and Bridge Precinct 1 for additional fuel-island costs, and authorization to execute transactions tied to Hurricane Harvey Community Development Block Grant buyouts. The court approved a wire transfer for a buyout of the property at 570 Bass Road and authorized execution of a sales contract to acquire 10015 Jason Court in Beaumont as part of the county’s buyout program using Texas General Land Office CDBG Hurricane Harvey funds. During that discussion, the court corrected a payroll-accrual figure for the sheriff’s FICA to $15,000 after staff identified an extra zero in the original line-item.

The court approved interlocal agreements to participate in a Southeast Texas task force under the Motor Crime Prevention Authority and Senate Bill 224 for fiscal years 2024–2025; the agreements require no local match. Commissioners also approved an application to the FY2025 TxDOT routine airport maintenance grant to support pavement, signage, fencing and related maintenance at Jack Brooks Regional Airport and authorized one-year hangar leases (with one-year options) for Hangar 7 with Kerr Tractor and Houston Aviation. When asked whether appraised values were used to set lease rates, staff said they relied on market comparisons with similar airports.

The court appointed Caitlin Gordon Sr. to fill the remaining term of a justice of the peace vacancy pursuant to local government code procedures; the motion was moved and seconded and approved. The court also adopted a retirement resolution honoring Lasonya Brutesard Lewis for 26 years of service in the corrections division.

On finance items, the court received and filed the September 2024 investment schedule and a quarterly pooled-funds report showing $350,987.39 in state-pooled funds. A court member reported that the county realized ‘‘over $10,000,000 in additional revenue’’ from fees, fines and interest this year; county investment official Mister Funches said he used call-protection strategies and noted, "I was $33,000 short of meeting the $10,000,000 mark," and cautioned that interest rates are falling.

Other routine business included approval of a replat splitting Lot 29 Greenacres North into Lots 29A and 29B in Precinct 4, brief introductions of newly appointed local officials and staff, reminders about election-day procedures and voter turnout, and adjournment with a workshop scheduled later the same morning.

The court took votes on each item as part of the regular agenda; no agenda items were tabled or postponed and no public commenters addressed the court on the recorded agenda items.
