Jefferson County approves $3.58 million jail renovation contract and several purchasing items

Jefferson County commissioners on Nov. 12 approved a package of purchasing items that includes a $3,581,000 contract with GADV, Inc., doing business as LNL General Contractors, for renovations to the Jefferson County Correctional Facility.
The court also approved an amendment to the county's armored-car services contract with Rochester Armored Corp Company, Inc., changing service frequencies at several county locations and adjusting monthly fees. The amendment reduces service to three days per week for Justice of the Peace Precinct 4, to two days per week for Constable Precinct 2 and Constable Precinct 8, juvenile probation in Port Arthur, and Jefferson County Airport locations, while increasing service to two days per week at the Ford Park box office. The amendment sets the year-one monthly fee for line item 2 at $3,415.32 and projects incremental increases in subsequent years; line item 5 is set at $174.80 in year one and increases thereafter. The changes become effective Dec. 1, 2024.
Commissioners also approved a statement of work with Meliman for OPEB actuarial valuations for fiscal years 2025 and 2026 under Governmental Accounting Standards Board guidance for Jefferson County in the amount of $22,550, and authorized a surplus property auction to be conducted by Horns Auction Inc. on Dec. 7, 2024 at 9:00 a.m.
The purchasing report included a request to issue a request for statements of qualifications for engineering services tied to Texas Department of Agriculture Community Development Block Grant funding. The court handled the package under procurement rules including Chapter 262 of the Texas Local Government Code and applicable federal regulations for CDBG-funded projects.
Commissioner Senegal moved the purchasing package; Commissioner Erickson seconded. The court voted "aye" and the measures passed.
