County approves budget amendments, ARPA subrecipient agreements and voluntary buyout offers

Jefferson County’s commissioners approved a series of county-auditor items during the Sept. 10 meeting that included budget transfers, revised subrecipient agreements tied to ARPA funding and authorization for voluntary home buyout offer letters under a GLO Harvey grant.
The court approved a $600 emergency management transfer to purchase five chairs and a $262,110 transfer related to a jail chiller capital project. County staff said the chiller delivery has been delayed and recommended moving funds into capital projects now and reissuing the purchase order so the project remains funded into the next budget year. Commissioner questioning focused on whether the delay led to increased costs; staff replied funding would be preserved and the PO reissued rather than acknowledging an identified cost increase.
Other auditor items approved included a $2,000 amendment for additional county clerk postage costs and a $22,000 transfer for juvenile detention food and utilities. The court also received and filed revised ARPA subrecipient agreements with Land Manor Inc., West Jefferson Municipal Water District, and Meeker Municipal Water District (projects 1 and 2). The agenda further included authorization for the county judge to sign offer letters for two voluntary home buyouts — properties at 10015 Jason Court and 5220 Roberts Road in Beaumont — as part of a Texas GLO Hurricane Harvey grant.
The court approved a change in sheriff and constable fee schedules effective Jan. 1, 2025, and a raised reimbursement rate for non-contracted interpreter services from $100 per half-day to $200 per half-day effective Oct. 1, 2024. Commissioners approved the auditor package by voice vote after a motion and second.
During the discussion, county staff (Fran) clarified timing for the chiller delivery and the administrative steps the county would take to secure project funding. The court did not table any of the auditor items and moved them to approval during the meeting.
