The North Ogden City Audit Committee met to review third-quarter financial results for January through March 2024, hearing from the finance presenter that general-fund revenues trailed the 75% benchmark mainly because building-permit revenue was reduced from a budgeted $400,000 to $300,000 following an April budget amendment.
The presenter (Speaker 3) told the committee the city had shifted ARPA funds into the water fund and that sewer and other enterprise funds showed higher-than-budgeted interest earnings — roughly $62,000 recorded versus a budget of about $10,000. Sales tax was reported as above projection year to date but showed month-to-month cooling in recent months.
Committee members discussed several revenue drivers and timing effects in the report: property taxes arrive mainly in the second quarter, aquatic-center activity concentrates in summer, and BNC (mineral) fund deposits occur in multiple scheduled installments. Speaker 3 said a large influx of excavation permits tied to fiber-optic work produced about $77,000 in charges for services versus an expected ~$4,000, producing a notable one-time boost in that line.
Speakers also covered ongoing and near-term spending and reserves. The council adopted the fiscal-year 2024 budget and set a truth-in-taxation advertising notice tentatively for Aug. 13. Speaker 1 noted the city has invested approximately $5,000,000 in longer-term government securities to capture higher yields and holds roughly $3,400,000 maturing between 2026 and 2029. The committee discussed the state limit on fund balance (cited in the meeting as 35% of defined revenues) and the city—s target range (20%–25%, no less than 15%).
On capital and maintenance priorities, Speaker 1 said council allocated an additional $100,000 to begin addressing sidewalk repairs and ADA ramp compliance; members estimated the total sidewalk need could be nearer to $500,000. A member announced a $50,000 donation earmarked for new pickleball courts, with a dedication planned for June 20. The finance presenter said quarterly reviews help the city detect anomalies and avoid surprises at year end.
The committee took no formal policy votes on budget changes during the meeting; it approved the minutes of the April 25, 2024 meeting and then moved on to the audit-contract discussion.
