Survey finds mixed participation in North Ogden recreation programs; youth sports top priority

City staff presented results of a FlashVote survey about recreation programs during the Oct. 1 work session and urged council members to review open-ended responses for additional context.
Staff reported 322 participants in the survey (a margin-of-error of roughly 6%), and said the most common reason respondents gave for not participating was related to children or family scheduling constraints—the word "kids" dominated open responses. The most frequently selected programs respondents said were important were youth sports (top), the aquatic center (about 33% reporting interest), and senior activities (around 10%).
On funding, answers were mixed: roughly 30% said they would not support fee increases, while about 23% said they would continue to participate if fees rose. Staff noted FlashVote allows filtering by demographics (age and gender), which council members could use to analyze segments such as nonparticipants or frequent users.
Council members suggested additional survey topics (snow plowing, Barker Park input) and asked staff to consider map or image-based prompts to help respondents understand assets such as Barker Park. Staff encouraged council members to examine the open-ended responses for specifics about program improvements.
No policy decision was taken; staff recommended further use of the tool to inform program and budget conversations.
