Council hears options for spending remaining RDA funds; staff proposes dynamic prioritization

City staff briefed the North Ogden City Council on Oct. 22 about options for spending the remaining balance of the city’s Redevelopment Agency (RDA) increment. Staff said the RDA was established in 1990, increment collections ceased after 2023 when the RDA term ended, and the city must now allocate the remaining funds consistent with the RDA’s established purposes.
John Call reviewed the RDA’s history and noted that roughly $7 million in increment had been collected over the life of the district and that the city now plans to use a grant program to distribute the remaining funds. Staff asked the council to decide whether to set a maximum percentage of funding per project, a maximum dollar amount, and what evaluation criteria should be applied against the RDA’s 13 purpose items in the staff report.
Council members supported a proposal to bring a dynamic spreadsheet to the next meeting that would allow the council to toggle maximum percentage funding (for example, a 10% cap to give many projects some funding versus larger percentages for fewer projects) and then see how quickly funds would be exhausted. Staff also noted that funding all requests at large percentages would quickly deplete the pool: estimated asks exceeded available funds—staff cited roughly $1.2 million available versus more than $5 million in requests.
Next steps: staff will prepare a dynamic funding model and return with prioritization criteria and recommended maximum funding percentages for council direction at a future meeting.
