Senate Education Committee advances slate of bills after debates on teacher RIF criteria, personnel committees and school-board election timing

Senator Missy Irvin (District 24) and witnesses said SB510 would align district reduction-in-force (RIF) rules with the Arkansas Learns Act so that districts use performance, effectiveness and qualifications rather than seniority as the primary criteria. Gary Newton of Arkansas Learns described the measures the bill intends to use as “the test evaluations, the LEADS performance evaluations,” and Irvin said the bill seeks to “drive districts to incorporate their ... performance evaluations into their RIF rubrics.” Opponents, including Senator Chesterfield during questioning, pressed the sponsor to define “effectiveness” and “ability,” warning the terms are subjective and could disadvantage teachers with students who have learning disabilities.
The committee also debated SB514, which would give districts more flexibility in composing personnel policy committees (PPCs) when services such as food service or transportation are outsourced. Sponsor Missy Irvin said…
