Senate education committee opens 2022 adequacy study with data, legal primer and requests for deeper spending analysis

The Senate education committee met to begin its 2022 adequacy study, receiving a two-day-a-month schedule and an outline of staff work that will produce a final report due Nov. 1, 2022. Bureau of Legislative Research staff said the study will move from state-level funding to school-level spending and, finally, accountability and outcomes.

"We started working on this process a year and a half ago," said Julie Holt of the Bureau of Legislative Research, who introduced the team and described changes this cycle including more compact meetings and a consolidated historical binder for members. Staff emphasized new access to school-level data reported to the Arkansas Department of Education and said that richer, school-level comparisons will be possible because of federal reporting under ESSA.

The committee also received a legal overview from Taylor Lloyd, the bureau's education attorney, who summarized the constitutional and case-law foundations for the study. "Article 14, Section 1 provides that the state shall ever maintain a general suitable and efficient system of free public schools," Lloyd told the committee, saying the Lakeview litigation and subsequent statutes (including Act 57)…
