Under current practice, the agency issues payments upon application and can require repayment if an employee leaves the agency; HB1200 would shift payment timing so the agency pays a lender only after the employee completes the two‑year service requirement. "That is one problem that this bill addresses," Lightford said.
The bill also expands program eligibility beyond staff whose job title is 'vocational rehabilitation counselor' to any full‑time employees whose degrees are in fields related to vocational rehabilitation, with program rules to define qualifying degrees. Lightford told the committee the program has an $80,000 fiscal‑year cap and that the statute would codify that limit.
Committee members sought clarification about the six‑month probationary eligibility requirement, the two‑year service commitment tied to each installment, and the total time needed to receive multiple installments; ARS staff explained applicants must complete a six‑month probationary period before applying and must serve two years to earn each payment. Lightford said, depending on application timing, employees could take several years to collect the maximum number of installments under current program rules.
A motion to pass HB1200 carried by voice vote; the bill will proceed with program rules to refine degree lists and administrative details.
