Panel approves bill requiring more financial disclosures from state colleges

Senator English introduced SB 100, a bill she said is designed to enhance fiscal accountability and transparency at state-supported institutions of higher education. Dr. Markham of the Department of Higher Education was present to answer questions.
The bill would require the Department of Higher Education website to include links to each state-supported institution of higher education and would require those institutions to publish specified governing-board information and activities. It also adds disclosures for student accounts receivable and requires institutions to report “days cash on hand” and certify those figures. The measure exempts the University of Arkansas for Medical Sciences (UAMS) from the requirements.
Senator English described the bill as cleanup and transparency legislation; committee members offered no substantive opposition. The committee approved SB 100 by voice vote. The transcript does not include a roll-call tally.
