The Town of Yarmouth Community Economic Development Committee on Sept. 10 approved a substantially revised special‑event grant application and set a timetable for awards to help stabilize festival and event funding.
Staff presented a simplified application form and a more concise budget template with two columns (estimate and actual). The committee agreed applicants must submit complete applications and final reports before full reimbursement; staff added a provision permitting up to 25% advance payment for marketing contracts if applicants provide a valid contract and justification.
Members discussed ineligible costs (airfare, hotel, alcohol, payroll and routine administrative expenses) and emphasized that town fees cannot be waived by the program. Committee members also asked that applications include event dates, target audience, expected attendance and documentation of how out‑of‑town attendees and economic impacts will be measured.
The committee set the following schedule: application materials advertised Sept. 16; applications due Oct. 28; CEDC will hold a working meeting Nov. 5 to prepare questions; applicant interviews are slated for Nov. 12–13; committee deliberation to follow the interviews with an eye to meeting Select Board deadlines in December.
On reporting and reimbursement, staff said event organizers would need to submit a post‑event (final) report with budget actuals and supporting invoices before receiving the final portion of reimbursement. A committee member proposed allowing special requests for expedited reimbursement in cases where vendors must be paid immediately; the committee agreed to leave a process for exceptional administrative review.
Next steps: staff will publish the revised application as a fillable form, post the schedule and hold an information session for applicants. Committee members said they would review incoming applications in November and prepare follow‑up questions for applicants.
