Missouri House approves three appropriation bills for maintenance, capital and ARPA reappropriations

House Committee Substitute for House Bill 18, described by the budget chairman as a maintenance and repair bill, provides funds for maintenance and repair of state‑owned buildings across Missouri. The chairman said the bill totals about $629,000,000; the House adopted the committee substitute on third reading with a roll call tally of yeas 146, nays 3.
Lawmakers then approved House Committee Substitute for House Bill 19, a capital improvements package the chairman characterized as "just over $400,000,000 in total," including about $215,000,000 in general revenue, $91,000,000 in federal funds and $94,000,000 in other funds for capital improvements such as a crime lab and university projects. HB 19 passed 144–5.
House Committee Substitute for House Bill 20 was presented as an ARPA reappropriation bill to allow previously authorized, one‑time ARPA projects to continue into fiscal year 2026. The sponsor said roughly $2.6 billion remained to be expended and emphasized the money was not new funding but an allowance to finish long‑running projects; the committee substitute passed 147–5.
Following the votes, the Speaker named members to a conference committee to work with senators on several Senate substitutes and House committee substitutes. The House then adjourned until 3 p.m. Tuesday, April 20, 2025.
