Graham council approves consent items, two zoning ordinances and financial reports; authorizes bids for water-plant generators

The Graham City Council on Dec. 19 approved a range of routine agenda items including a consent agenda, contract renewals and second-reading ordinances, and accepted the financial reports for the period ending Nov. 30, 2024.

On the consent agenda council approved minutes from the Dec. 5 meeting, authorized closure of the southern half of the square for a car show (date amended to May 17), and authorized the city manager to advertise a request for bids for three diesel generators for the water treatment plant (FEMA-funded). The consent motion was made by Jack and seconded by Brent.

Council approved retaining Rivera Law PC for legal representation on an as-requested basis while keeping prior counsel available for ongoing matters. The council also renewed an exclusive alcohol-sales agreement with Lake Country Catering of Graham LLC for the Young County Arena; the contract provides the vendor a 20% share of gross sales per event.

Council received the finance director’s report showing the general fund with a seasonal deficit of about $279,000 but cash on hand of $2.2 million and projected recovery when property taxes and transfers are booked. The water fund showed a surplus of about $668,600 attributed to recent rate increases, and the garbage fund had a modest surplus. The council approved the financial reports.

On land-use matters the council adopted Ordinance No. 1185 (second reading) assigning M-1 manufacturing zoning to properties within the Grand Municipal Airport boundary, and Ordinance No. 1186 (second reading) assigning R-1 single-family zoning to a southern tract of a described property; both motions passed on voice votes. Council closed by discussing future agenda items and adjourning.
