Graham council names three-member committee to evaluate solid-waste bids, aims for March recommendation

The Graham City Council on Dec. 19 appointed a three-person selection committee to evaluate proposals received in response to RFP 24-03 for municipal solid-waste collection, hauling and disposal.
Staff reported four proposals were received (Frontier Waste Solutions, KC Dunsters, On-site Solutions, and Waste Connections) with multiple pricing options and noted all bids came in below the city’s current approximate rate of $31. City staff emphasized the need for a March recommendation in order for contract negotiations and implementation to be complete by May if the council selects a new provider.
Council selected Shanna and Jeff (council members) and Eric (an at-large appointee) to serve on the committee; Jack moved to approve the slate and Brent seconded the motion, which passed on a voice vote. The council deferred setting a meeting date and asked the committee members to coordinate scheduling before Jan. 16.
Staff told council administration would expect at least a three-month transition period if a new vendor is chosen to ensure uninterrupted waste service, including logistics for switching carts and finalizing contract terms. The committee’s work will be conducted in open session consistent with the Texas Open Meetings Act.
If the committee recommends a vendor, council members were advised that contract negotiations and any changes from the original proposal will return to council for final approval before a vendor change is implemented.
