Graham council tables replat for Katie’s Express Car Wash after drainage, TxDOT concerns

The Graham City Council on Dec. 19 voted to table a replat request from Katie's Express Car Wash LLC that would divide the property at 1314 State Highway 16 S so the car-wash parcel could be sold while the owner retains the remaining lot for future development.
City staff described the request and said the existing two drive approaches off State Highway 16 would remain and no new approaches would be added. Public works director Randall Dawson said, "Those two drive approaches are still existing, and those will be the only drive approaches coming, to be able to obtain access to those properties." Randall added the drainage review would occur when a formal development proposal is submitted.
During the meeting a council member noted that a TxDOT representative had emailed concerns about drainage ties and large corrugated drainage systems behind the parcel. A council member said the TxDOT note raised a separate engineering issue that had not been included in the replat materials and urged caution before approving the change.
Councilmember Jack Little withdrew his motion to approve when members asked for more time to assess the drainage question; Shanna moved to table the item, Jeff seconded, and the motion to table passed. The council did not vote on the replat itself and directed staff to coordinate with TxDOT and the property owner and return with additional documentation.
The motion to table was procedural; no new conditions or approvals were adopted. The council’s action pauses any record change while staff gathers information about drainage and driveway access so the council can consider whether the replat should move forward under City and TxDOT requirements.
