The Graham City Council unanimously approved a series of administrative resolutions, grant-authority items and capital project authorizations during its regular meeting.
The council approved Resolution No. 194 recognizing Nov. 4–8 as Municipal Courts Week, citing the role municipal courts play in public safety and the Texas Code of Criminal Procedure. It also approved Resolution No. 195 to designate the mayor, city manager and city secretary as the city's agents for the Community Development Block Grant–Mitigation (CDBG‑MIT) resilient communities program, and Resolution No. 196 to submit a Community Development Fund application to the Texas Department of Agriculture for the Texas Street roadway reconstruction project, authorizing up to $75,000 in matching funds from the general fund if awarded.
On capital and professional engagements, the council authorized the city manager to create and implement the FY25 wastewater master plan update and the wastewater treatment plant rehabilitation capital project (funding for initial phases included in the adopted budget). The council authorized advertisement for request for qualifications for engineering services tied to those projects. The council approved renewal of audit services with MWH Group in an amount not to exceed $75,000 and authorized a lease-purchase agreement for a new tractor for the Young County Arena (5‑year lease with annual payments noted in the agenda). The council also approved authority to negotiate a contract with RLC Controls, Inc., not to exceed $65,625, for a supervisory controls and data acquisition upgrade at the water treatment plant; staff reported the city’s control systems are outdated and recommended RLC Controls as the sole responsive bidder.
