The committee revisited a moratorium it established last month that paused acceptance of parish roads until a development/subdivision policy and Planning Commission procedures were in place. Speaker 3 reminded members the moratorium was adopted pending approval of the development/subdivision policy, which the committee approved at the prior meeting. "So this is to consider lifting that so we can then unless we will unless we wanna leave it on there until the Planning Commission meets and establishes themselves and maybe determine some procedures," Speaker 3 said.
After discussion, Speaker 1 recommended keeping the moratorium in place until Planning Commission members are formally appointed and operational; appointees were expected to be named in December and take effect in January. The committee discussed outreach to prospective commissioners (Pete, Bobby, 911/assessor staff and others) and clarified that existing commissioners must be released formally before reappointments. Speaker 1 emphasized the commission should select its own chair once members are seated.
The committee tabled a developer’s request concerning pleasure estates and directed staff to bring appointments and procedures forward so the moratorium could be reconsidered once the Planning Commission is functioning. No formal vote to lift the moratorium was taken at the Dec. 13 meeting.
