Fate council names seven citizens, two council-class members to Charter Review Commission

The Fate City Council selected seven citizen members and two council-class members for a Charter Review Commission and directed staff to convene the commission on Dec. 16; council also asked that the commission meetings be live-streamed.
The Fate City Council on Dec. 2 appointed seven citizen members and two council-class members to a Charter Review Commission that will review the city charter and, if desired, recommend amendments to council and voters.
Council opened the item by explaining the charter functions like a city constitution and must be reviewed every five years. Staff said the commission may decide not to propose changes; any proposed amendments would return to council for approval and possibly to voters.
Twenty-two applicants applied; the council heard brief interviews from present applicants including Amanda Archer Domley, Callie Beard, Michelle Berger, Cameron Carpenter, Brandon Clayton, Katura (Katara) Curry, Les Darlington, Alonzo Edwards, Theresa Horton, Jonathan Jack, Karen Kaiser and others. Applicants described backgrounds in health care administration, planning, engineering, IT, public safety and prior charter work. Several applicants said they had read or begun to read the charter and would participate in detailed review if appointed.
After nominations and multiple hand-vote rounds the council secured nominations for Callie Beard, Brandon Clayton, Keturah (Katura) Curry, Karen Kaiser, Autumn Lubinski, John Stacy and John Thatcher for the seven citizen seats. For the two council-class seats the council selected Cody Chin and Lance Magacy. Councilmember S12 moved to adopt resolution R2024-096 naming the slate; the motion passed by hand vote with Councilmember Hatley recorded as voting no.
The council set the Charter Commission’s first meeting for Dec. 16 at 6 p.m. and directed staff to arrange live streaming and to establish meeting rules at that first session.
Council members who questioned applicants emphasized the importance of experience reading governing documents and suggested dividing charter sections among commission members to expedite review. Several applicants and councilmembers raised topics the commission might examine, including resign-to-run language, recall provisions and possible additions such as an enforceable code of conduct.
No formal charter changes were proposed at the meeting; the commission will deliberate publicly and any recommendations would come back to council and potentially to voters.
The council’s action was procedural and establishes the body that will begin a public review of Fate’s charter.
