Committee refines road, bridge and subdivision ordinances; proposes weight limits and 80% build-out rule for subdivision acceptance

Members of the Sabine Parish Road and Shop Committee reviewed two draft ordinances and recommended forwarding them for jury consideration. Staff said the road ordinance (draft Ordinance No. 6 of 02/2024) was shortened and clarified from earlier versions and includes a maximum allowed vehicle weight of 92,000 pounds on parish roads; staff noted permits from the state or highway patrol could allow heavier, governed moves in limited cases.
The road-discipline provision in the draft also carries an enforcement provision discussed at the meeting: staff said a violation of the weight limit provision would be subject to a fine (the draft shows a $1,000 fine per incident in the text under discussion).
Committee members then reviewed draft Ordinance No. 7 (2024), an amendment to the 1992 subdivision regulations. Revisions proposed specific street-design standards: streets must be paved or surfaced with a minimum 6 inches of compacted limestone (or similar materials) after proof-rolling; the committee added a requirement that no subdivision road be accepted by the parish until 80% of lots in the subdivision are built out, to avoid taking on partially completed construction streets.
Members discussed materials, local rock types and the reasons to exclude certain aggregate sources because of salt content that can degrade asphalt. The committee approved a recommendation to forward the drafts to the jury for formal vote.
