Council approves Main Street grant administration, engineering contract and signatories for TDA application

The Levelland City Council approved several administrative items required to move forward with a Texas Department of Agriculture Main Street community development block grant (application MSCDM24-0068).

Council approved an amendment to an interlocal agreement with the South Plains Association of Governments to provide grant-administration services. On the same agenda, the council approved an engineering contract with Park Hill for Main Street project services, with a not-to-exceed fee of $75,000, and authorized the mayor or city manager to sign the contract.

Council also approved Resolution 2024-22 to designate authorized signatories for grant documents — assigning the mayor and city manager as authorized representatives and authorizing the mayor pro tem, assistant city manager and city secretary to certify payment requests if primary signatories are unavailable.

Finally, the council approved Resolution 2024-23 adopting required grant provisions for the TDA application, including nondiscrimination clauses and ADA requirements drawn from the Housing and Community Development Act and related program rules. Staff described these approvals as state-required housekeeping items needed to keep the grant application and subsequent reimbursements on schedule.

Council moved and seconded the items in sequence and approved them by voice votes. Staff said these measures are procedural but necessary to ensure correct grant administration and to allow reimbursement of project costs once eligible expenses are incurred and submitted.
