Kingsville commission approves October minutes and consent agenda, issues proclamation and moves to executive session

The Kingsville City Commission convened at 5:00 p.m., approved the minutes of its October 2024 meeting and the consent agenda, heard staff updates about recent city events and street maintenance, adopted a proclamation honoring a fallen patrolman and recessed into executive session to discuss real property and personnel matters.

Commissioner Lopez moved to approve "the minutes of the regular meeting of October 2024," and Commissioner Alvarez seconded. A roll-call vote recorded the five members present voting yes, approving the minutes.

Courtney, a city staff member, briefed the commission on upcoming calendar items and community events, reminding commissioners that city offices will be closed for Veterans Day and that the agenda deadline for the next meeting is later this week. She announced Arbolas de Kingsville at the Mother Julia Museum and a family event at the Maggie Salinas Downtown Pavilion on Nov. 1.

City staff member Mac reviewed recent weekend activities — including a wine walk and a trunk-or-treat hosted with the police department — and said the city’s trash office handled just under 100 loads that Saturday. Mac also updated the commission that the street department has completed two blocks of work on Wells and plans to seal coat and apply hot mix following another day of excavation.

A commissioner asked whether the city can estimate how many out-of-town visitors the wine walk brought; staff said tourism staff (Janine) can check passport sales and that cell-phone location analytics may help estimate overnight stays. The commission also encouraged attendance at a community tree-planting event organized by Maggie and Keep Kingsville Beautiful and noted donations may be made to the nonprofit to support the effort.

The commission read and entered a proclamation honoring Patrolman Sherman Otto Binns Jr., citing his response to a Nov. 1, 2021, 911 call and designating Nov. 4, 2024, as a day to recognize police officers who lost their lives in the line of duty. The proclamation was presented and signed by commission members.

Commissioner Lopez then moved to approve the consent agenda as presented; the motion was seconded and carried with a unanimous roll-call vote.

Before moving into closed session, the chair announced the commission would convene an executive session under Texas Government Code §551.072 (deliberation regarding real property) and §551.074 (personnel matters) to discuss purchase/exchange/lease or value of city real property and the duties and evaluation of the city attorney and municipal court. The commission noted the city manager’s evaluation will be scheduled for a subsequent meeting.

The meeting recessed for the executive session; no formal public action on the executive-session items was recorded in the public portion of the meeting.
