On staff recommendation, the council voted to reject the six bids. The engineer of record from Park Hill will work with staff to restructure the solicitation: Council authorized staff to re-advertise the project with ad alternates and to separate items such as fencing so bidders can price them individually. Staff said the revised approach will take additional weeks and modest additional engineering fees but should produce more competitive pricing.
Council members emphasized the urgency: "We needed it like yesterday," Speaker 4 said, noting the city requires additional cell capacity. The council approved a motion authorizing staff to solicit new bids and to proceed with a staged procurement strategy.
No single bidder or dollar award was approved at the meeting; the council’s action was to reject the current set of bids and instruct staff to re-bid the project under revised terms.
